Public Offer Concerning the Procedure for Execution of Voluntary Accident and Acute Poisoning Insurance Agreements Covering Railway Passengers

This Public Offer (hereinafter, the "Offer") is addressed to the public at large and represents an offer made by Limited Liability Company "Renaissance Insurance Group" (hereinafter, the "Insurer") to execute a voluntary accident and acute poisoning insurance agreement covering railway passengers and effective for the period of a trip in accordance with the issued electronic travel document (hereinafter, the "e-ticket") (hereinafter referred to as the "Insurance Agreement" ("Insurance Policy")), subject to the conditions set forth in the Passenger Insurance Rules (Order No. 023 dd. March 30, 2015) (the "Insurer’s Insurance Rules").

It is a voluntary insurance and you are entitled (but not obliged) to execute the Insurance Agreement (Insurance Policy) and to pay the insurance premium. You are not obliged to enter into the Insurance Agreement (Insurance Policy) to be able to purchase an e-ticket.

License issued by the Central Bank of the Russian Federation, series SL No. 1284 dd. October 14, 2015 (the License is perpetual).

Pursuant to Article 438 of the Civil Code of the Russian Federation, an individual is deemed to have expressed his/her irrevocable acceptance of this Offer by ticking the box ("☑") on the relevant page with the following statement: "I hereby confirm that I have read and understood the regulations and peculiarities of making an order, payment therefor, issue and re-issue of a travel document (ticket), return of the unused travel document (ticket) ordered via the Internet. I also confirm that I have read and understood the Insurance Rules in relation to the issued Insurance Policy as well as the terms of the Offer." This statement is posted on the web-portal of JSCo "RZD" (http://www.rzd.ru). The payment of the premium under the Insurance Agreement (Insurance Policy) shall also be regarded as an expression of the irrevocable acceptance of this Offer in addition to the abovementioned ticking. If an individual performs the specified actions, he/she is deemed to have accepted any and all terms hereof as well as the terms of the Insurance Agreement (Insurance Policy), Insurer’s Insurance Rules and to have executed the Insurance Agreement (Insurance Policy) in writing.

As a user of the web-portal of JSCo "RZD" and the prospective insurant, you acknowledge your legal right and competence and your financial viability, and are also aware of the responsibility for the obligations imposed on you as a result of accepting this Offer.

The following actions, in aggregate, shall be seen as filing an application for insurance: entering the personal data of the persons to be insured under the Insurance Agreement (Insurance Policy) on the web-portal of JSCo "RZD"; ticking the relevant box ("☑") near the following statement: "I hereby confirm that I have read and understood the regulations and peculiarities of making an order, payment therefor, issue and re-issue of a travel document (ticket), return of the unused travel document (ticket) ordered via the Internet. I also confirm that I have read and understood the Insurance Rules in relation to the issued Insurance Policy as well as the terms of the Offer." By entering such data and ticking the relevant box the prospective insurant expresses his/her consent and consent of the insured persons with/to:

  • the terms of the Public Offer;
  • the Insurer’s Insurance Rules;
  • the personal data specified by the Insurant when drafting an e-ticket being processed by the Insurer and the representative thereof, i.e. Joint Stock Company "Federal Passenger Company", including the collection, classification, accumulation, storage, refinement, usage, anonymization, blocking, elimination (without any notice thereof) of such data, using any computer-aided method or otherwise, for the purpose of carrying out the insurance activities; the relevant consent is provided for 5 years; and also he/she grants the consent to the transfer of such data to any third parties for the purpose of performance of the Insurance Agreement (Insurance Policy) and ensuring the internal document management.

The consent may be withdrawn (in full or in part) by virtue of the relevant free-form application sent by the Insurant (Insured) to the Insurer to the address: 7, bld. 22, Derbenevskaya naberezhnaya, Moscow, the Russian Federation, 115114.

Public Offer Terms and Conditions

  1. Principal Terms

"Insurer" shall mean Limited Liability Company "Renaissance Insurance Group", a company which carries out the insurance activities in accordance with the Russian Federation laws and under license series SL No. 1284 dd. October 14, 2015, issued by the Central Bank of the Russian Federation (the License is perpetual).

1.1 "Insurants" shall be those legally capable individual persons who entered into the Insurance Agreement (Insurance Policy) with the Insurer and booked an e-ticket.

Insurants shall be entitled to enter into the Insurance Agreements (Insurance Policies) in favor of itself and third parties – the Insured.

The Insurant who executed the Insurance Agreement (Insurance Policy) in order to insure his/her own property interests shall be considered the Insured.

"Insured" shall mean an individual specified in the Insurance Agreement (Insurance Policy), who is insured against the occurrence of a certain event (insured event) in his/her life.

"Insurance Agreement" ("Insurance Policy") shall mean a document confirming that the Insurant (Insured) and the Insurer executed a voluntary accident and acute poisoning insurance agreement covering railway passengers and effective for the period of a trip in the railway transport according to the purchased e-ticket pursuant to the procedure provided for in this Offer and the Insurer’s Insurance Rules.

"Parties to the Insurance Agreement (Insurance Policy)" shall mean the Insurant and the Insurer entering into the Insurance Agreement (Insurance Policy).

1.2 The Beneficiary hereunder shall be the Insured in whose favor the Insurance Agreement (Insurance Policy) was executed and who is entitled to the insurance compensation, except for minors in relation to which their legal representatives – parents or guardians – act as Beneficiaries.

In case of death of the Insured, heirs of the Insurant (Insured) under the law or under the will (if any) shall be deemed to be a recipient of the insurance compensation.

1.3 In case of death of the minor Insured, the Beneficiaries shall be lawful heirs of the minor Insured. To receive the insurance compensation related to the insured event with a minor, the Beneficiaries shall additionally provide the Insurer with the minor’s Birth Certificate confirming their parental rights, or the Guardianship Certificate confirming the rights of the minor’s guardian. 1.4 The amount of coverage under the Insurance Agreement (Insurance Policy) shall be RUB 1,500 000 (One million five hundred thousand) in case of paying the insurance premium of RUB 150 (One hundred fifty).

1.5 Other terms and conditions of the Insurance Agreement (Insurance Policy) are determined by the Insurer’s Insurance Rules.

1.6 JSC "FPC", the Insurer’s representative, shall, on written request made by the Insurant (Insured) in any form and sent to the address: Moscow, ul. Mashi Poryvaevoy, 34, provide the information set forth in Article 8.5 of the Russian Federation Law No. 4015-1 "On Organization of Insurance in the Russian Federation" (dated November 27, 1992).

  1. Execution, Entry into Force, Termination and Payment of the Insurance Agreement (Insurance Policy)

2.1 Procedure for Execution and Entry into Force of the Insurance Agreement (Insurance Policy)

2.1.1 The mark "☑" in the line "Issuing the Insurance Policy" on the web-portal of JSCo "RZD" shall be considered a Request for the execution of the Insurance Agreement (Insurance Policy).

2.1.2 The Insurance Agreement (Insurance Policy) shall be drafted based on the data entered by the Insurant on the web-portal of JSCo "RZD" and shall be made available in the Personal Account of the Insurant on the web-portal of JSCo "RZD".

2.1.3 The Parties to the Insurance Agreement (Insurance Policy) confirm their consent to the fact that receipt of the premium by the Insurer or its representative (including Joint Stock Company "Federal Passenger Company") under the executed Insurance Agreement (Insurance Policy), on the one hand, and signing of the Insurance Agreement (Insurance Policy) by the Insurer using a facsimile signature of the Insurer’s authorized representative and the seal of the Insurer, on the other hand, shall be considered as due execution of the Insurance Agreement (Insurance Policy).

And in such case the Insurer and the Insurant undertake to draft a hard copy of the Insurance Agreement (Insurance Policy) if and when required.

2.1.4 The Parties confirm their consent to the fact that posting the Insurance Policy in the Insurant’s Personal Account on the web-portal of JSCo "RZD" shall be considered as due delivery of the Insurance Agreement (Insurance Policy) to the Insurant. The payment of the premium by the Insurant in accordance with the terms of the executed Insurance Agreement (Insurance Policy) shall also be regarded as the confirmation of the Insurant’s consent to the receipt of the Insurance Agreement (Insurance Policy) pursuant to the specified procedure as well as his/her acceptance of the terms of the Insurance Agreement (Insurance Policy) and this Offer.

On written request of the Insurant (Insured), the Insurer shall, within 30 business days following receipt of the written request, deliver the Insurance Agreement (Insurance Policy) signed by the original signature of the Insurer’s authorized representative and appendices thereto at the location of the Insurer at the address specified in paragraph 3 of this Offer.

The Insurant may be provided with a duplicate of the lost Insurance Policy signed by the original signature of the Insurer’s representative in the same way.

2.1.5 The Insurant executing the Insurance Agreement(s) (Insurance Policy(-ies)) acts on behalf of all the specified Insured, and therefore all the Insured and the Beneficiaries shall be considered aware of the terms and conditions of the Insurance Agreement (Insurance Policy), the Insurer’s Insurance Rules and the terms and conditions of this Offer.

2.1.6 The Insurance Agreement (Insurance Policy) shall be deemed executed on the day when the Insurant pays the specified amount of the premium, and shall be valid during the term set forth in the Insurer’s Insurance Rules. The coverage under the Insurance Agreement (Insurance Policy) shall be effective pursuant to the procedure and during the term established by the Insurer’s Insurance Rules.

2.2 Payment Procedure.

2.2.1 Payment for the Insurance Agreement (Insurance Policy) shall be made using Visa, Visa Electron, MasterCard, Maestro bank cards issued by international payment systems Visa International and MasterCard International. Payment by bank card is made after order verification and confirmation by routing to the payment gateway of the bank VTB24 (PJSC). The Insurant will have 10 minutes to pay and enter the bank card details. If the specified time period expires, the Insurance Policy will be cancelled.

When paying for the order, the following bank card details must be entered: first name and surname of the bank card holder, the card number, card expiry date and the card’s three-digit code (CVV2 or CVC2). To get details on the peculiarities of payment via the Internet using the bank card of the Insurant as well as to get the reasons for any refusal to accept payments made by the Insurant, please, contact the Help Desk of the Insurant’s bank.

The security of the payment procedure is ensured by SSL, a protocol for encrypting traffic sent over the Internet.

Peculiarities of Payments Made Using Visa Electron and Maestro:

Dear Insurants, please make sure that your card has the CVV2 (CVC2) code on its back side. To the Attention of holders of cards issued by foreign banks! In accordance with the requirements of international payment systems, in order to improve security when making payments, 3D Secure/Secure Code technology (a special technology for making secure payments on the Internet) is used. If your bank does not have the appropriate certificate for using this technology, you may not be able to make your payment. If your payment is rejected, please contact customer support at the bank that issued your card.

In accordance with the requirements of 3D Secure/Secure Code technology, when paying for the order, the Issuing Bank may require the Cardholder to undergo additional identification. The need for additional identification and how it is obtained are determined solely by the Issuing Bank. For more information about the identification procedure, Card Holders should contact customer support at the bank that issued the card.

If due to some reasons you did not receive a number of the order or the Insurance Agreement (Insurance Policy) or a confirmation of the successful order generation, before trying to make a new order, please check the My Orders section and make sure that the order was not generated.

2.3 Early Termination of the Insurance Agreement (Insurance Policy) Initiated by the Insurant. Refund of the Premium Amount

2.3.1 The Insurant shall be entitled to early terminate the Insurance Agreement (Insurance Policy) at his/her own discretion together with the cancellation of the e-ticket, but not later than one (1) hour before the departure of the domestic train and not later than six (6) hours before the departure of the international train specified in the e-ticket connected with the executed Insurance Agreement (Insurance Policy). In case the Insurant cancels the e-ticket issued using the web-portal of JSCo "RZD" before the beginning of a trip in accordance with the time limits stated above (return of the e-ticket), the Insurance Agreement (Insurance Policy) shall be terminated and the full amount of the premium shall be refunded since after its entry into force there is no possibility of occurrence of the insured event and no existence of the covered risk for the reasons other than the insured event. In this case, the Parties will not execute any additional documents; the termination of the contract of carriage shall serve as a ground for the termination of the Insurance Agreement (Insurance Policy). The amount of the premium refunded upon the termination of the Insurance Agreement (Insurance Policy) and cancellation of the e-ticket using the web-portal of JSCo "RZD" shall be credited to the account of the bank card used to pay the premium.

The premium subject to refund due to the early termination of the Insurance Agreement (Insurance Policy) shall be credited in full to the account of the bank card used to make payment in relation to the Insurance Agreement (Insurance Policy) within the term established by the regulations of the payment systems (i.e. 7 to 30 calendar days starting from the date of applying for a refund in the Personal Account). The funds subject to refund shall be credited to the account of the bank card used to pay for the e-ticket and the Insurance Agreement (Insurance Policy) in several tranches.

2.3.2 The Insurance Agreement (Insurance Policy) may be terminated in case of returning an e-ticket to the booking offices of JSC "FPC" or without cancelling the trip only at the Insurer’s offices upon a written application of the Insurant (Insured). The cases of and the procedure for return of the insurance premium shall be determined by the Insurer’s Insurance Rules.
