Execution of Travel for Persons Entitled to Benefits Using Electronic Coupons of the Social Insurance Fund of the Russian Federation (ECSIF) on the Website
E-tickets for travel of persons entitled to benefits in long-distance trains can be issued on the website using electronic coupons of the Social Insurance Fund (SIF) after confirmation that a user is a recipient of social services in the railway transport in long-distance trains.
The execution of travel shall be carried out for trains operated by JSCo "RZD", JSC "FPC", JSC "PCS", JSC "RWY" only for internal traffic within the territory of the Russian Federation (including in transit through the CIS countries, the Republic of Latvia, the Republic of Lithuania, the Republic of Estonia, provided that there is no other possibility for travel), except for the Republic of Crimea and the federal city of Sevastopol. The execution of travel shall be carried out between any railway station of the Russian Federation and stations of the Kaliningrad Railway.
E-tickets may be issued in international traffic with the CIS countries, the Republic of Latvia, the Republic of Lithuania, the Republic of Estonia (if a coupon provides for such itinerary). In this case, an additional charge shall be paid by a passenger for a ticket across the territory of another state.
E-tickets shall be issued based on the identity document (passport) and the ECSIF details. The execution of travel to the Kaliningrad Region and back may also be carried out based on ECSIF. In this case, an e-ticket shall be issued based on the international passport (IP) provided that the ECSIF is issued with respect to the international passport.
In case of travel to the place of treatment in long-distance trains under the SIF electronic coupons, e-tickets shall be issued to compartment cars of unnamed (express and passenger) trains, as well as to unnamed cars of named trains. If there are no seats in compartment cars of unnamed trains at the time of issuance of an e-ticket, an e-ticket may be issued to a named train without any additional charge for the ‘name’.
E-tickets may not be issued under the SIF benefits to high-speed trains (except for Lastochka and Strizh high-speed trains operated by JSC "FPC" in 2С service class cars), including Sapsan trains.
In case tickets are issued for a named train, the availability of seats in unnamed trains for the specified itinerary shall be checked at the time of booking. In case there are seats in unnamed trains for the specified itinerary, the relevant message shall be displayed to a user and no further issuance of an e-ticket to a named train shall be possible.
The execution of travel for the disabled under the SIF benefit shall be possible without taking into account the ‘name’ of trains. The necessary condition shall be the availability of a rail car with seats for the disabled, and a citizen shall be preliminary registered with the Mobility Assistance Centre ("Handicapped Passengers" section).
A user can apply the "SIF benefit" filter to see trains operated by the carriers (JSCo "RZD", JSC "FPC", JSC "PCS", JSC "RWY") that provide services to persons entitled to benefits, for which e-tickets may be issued. If all carriers on a route provide services to persons entitled to benefits, the filter is not displayed.
Users shall obtain access to view the ETFSS list on the personal data entry page of the ticket sale system after indicating the insurance number of individual personal account (INIPA), selecting the type of document (passport) and entering its number.
To continue the issuance of an e-ticket, the ETFSS shall be selected: one number for a one way trip or two numbers for a round-trip. In case there is no required quantity of valid ETFSS to make a trip, e-tickets may not be issued. A message is also displayed to warn a user of the responsibility for selecting the required ETFSS corresponding to the conditions of a trip.
If, at the same time, an e-ticket is issued using the ETFSS for another passenger (accompanying adult or child) who has its ETFSS, the ETFSS list shall be displayed for such passenger in a similar way. A passenger shall choose the required quantity of valid ETFSS from the list.
After entering personal data and selecting the ETFSS, a user shall reserve seats, check personal data, and confirm the order. If the information (personal data, period of validity, itinerary, etc.) contained in ETFSS does not coincide with the information entered by a user, an e-ticket may not be issued. Where necessary, an additional charge for services shall be paid using a bank card.
On completion of issuance of an e-ticket, an e-ticket control coupon containing, apart from the established data, the information on the SIF electronic coupon is displayed in the user’s personal account.
The information on the absence of seats in an unnamed train for the specified itinerary at the time of issuing an e-ticket shall be contained in the user’s personal account and in the e-ticket control coupon issued to a named train.
If you did not use the service of electronic registration on the website or the service of electronic registration is not provided for a train selected by you, in order to board a train, you should receive a boarding coupon on the travel document form at a booking office or self-service terminal only in the territory of the Russian Federation (the passenger shall check out the hours of operation of a booking office on its own in the ‘booking offices and terminals’ section on the website).
E-tickets issued using ECSIF may be returned in the user’s personal account not later than 1 hour before the train departure from the initial station of the train itinerary subject to electronic registration, as well as at a booking office at any time before the train departure from the passenger boarding station according to section 10 of the offer "Long-Distance Traffic".
E-tickets issued using ECSIF shall be subject to return as a result of a train stop en route or as a result of interruption of a trip due to an illness of a passenger or a fault of railways according to the existing rules for travel documents issued based on the SIF benefit. Before returning an e-ticket at the booking office, a printed copy of the e-ticket shall be received.
E-tickets issued using the ECSIF technology shall be reissued according to the existing rules.
An e-ticket shall be reissued only for the rail car of the same carrier for which the document was issued, and for the car type not below the one being reissued.
If an e-ticket cannot be issued using the ECSIF technology, a recipient of social services shall contact a regional branch of the SIF to find out and then remove the causes of such situation.
